Belarus drafts decree on liberalization of price formation


According to Deputy Economy Minister of Belarus Andrei Tur, a new decree on liberalization of price formation has been drafted in Belarus.

“A new decree to regulate prices and tariffs has been drafted to replace Ordinance No 285. The draft decree has been submitted for the governmental consideration. The document may take effect in March 2011,” the official said.

According to Andrei Tur, the document defines a list of commodities which are to fall within state price adjustment. The document also provides for governmental bodies authorized to conduct the state regulation of prices. This list of goods, works and services are limited. It includes in particular the products of natural monopolies and several groups of socially-important commodities. 

Prices and tariffs on goods, works and services which have not been included into the list will be set by businessmen independently taking into account the existing competition.

The document annuls certain regulations including the right of the government to fix maximum indexes of changes of prices and tariffs. Compulsory registration of prices and tariffs on new types of paid services (first of all, medical services) will be also canceled.

“Cancelation of aforesaid norms will help considerably simplify price formation procedures for businessmen and reduce paperflow,” Andrei Tur concluded.
